Change Where Goals Appear in Eval-Type Documents

Goals appear after Strengths, Performance Impairments, Functional Limitations, and the Summary in old Fusion. In the update, they appear before these sections.

    Reorganized eval type documents to have these sections of the edit and the print in the following order: - Strengths - Performance Impairments - Functional Limitations - Summary - Patient Education - Home Activities - Goals

    On evaluation-type documents, change the order of the Goals and the Summary section. The Summary should appear before the goals, like in old Fusion.
