Permissions to view/edit files uploaded to a patient

Allow me a way to limit who can view and/or delete specific files uploaded to a patient's information. We upload some files that only the admin or treating therapist need to view, and not everyone at the clinic.

      hide the delete button on forms from therapists. Only allow admin to have that as an option
