Don't submit charges until co-signer signs document

Don't submit charges and create a claim until the co-signer signs off on the document.

    A clinic admin can now choose to have co-signers submit charges when they're involved with a daily note! Turning this on will prevent claims from being created until the co-signer has reviewed the document.     For billing purposes, can there be a selection added for the claim to be sent to billing and not created until the note is FULLY signed off on. The options of contributor or cosigner a fine, for the therapist; however, I can not tell them how to do their notes. It makes it VERY hard as a biller to have to look for signatures on each claim to ensure the notes is truly complete and ready to send to insurance. If the note is not finalized(still showing pending under the documentation tab), then it should NOT be able to be sent to the insurance company.
