Change cursor location when editing charges on daily note

When editing the charges on a daily note, the cursor default to the search field. Have the cursor default to the first open minutes field. Since the billing codes pull forward anyway, I'm usually only editing the minutes and not adding new charges.

    When editing charges, the mouse cursor will now be in the Quantity field by default if billing codes are already selected. We've also made other changes to streamline submitting charges in a daily note.
