Add a new tab for declined documents

When viewing my document list with the various tabs (i.e. In Progress, Not Started, Draft, etc.) add another titled "Declined". As an assistant, I want to be able to quickly see the documents that were declined by my co-signer. As a co-signer, I want to make sure my assistants are completing documents that I have declined in a timely manner.
