Change wording when asking portal users to create a password

When I invite someone to the new patient portal and they click the link to log-in, the prompt tells them to "change" their password, which is confusing since they haven't created an account yet.

    When a Fusion user or portal user creates or changes their password, the dialog will now display "Set Password". Keep up to date with the latest changes with our release notes! https://fusionwebclinic.helpscoutdocs.com/article/1048-release-notes-may-7-2019
