Automatically archive mastered goals

Automatically archive a goal if the goal is marked as "mastered", either using automatic mastery or manually marking the goal as mastered.

    For goals settings, please allow for only current goals to populate to limit confusion on what goals are relevant and what goals have been discontinued. Goals should be more easily deleted off of the patient’s plan of care.
