Allow co-signers to edit documentation

Allow me to edit documentation that is sent to me for co-signing because being added as a contributor and a co-signer seems redundant.

    Once a COTA submits a report, I need to be able to make edits, but it is locked.

    Hi, While co-signing a daily note, it would be helpful to have the option of pulling up the graph of goal data. I would be able to see the history to place current goal performance in context. It would also be nice to have a quit edit to adjust the goal. Otherwise I have to close the daily note, search name, and pull goals from there to adjust.
