Don't change scroll position in charges for centralized billing

Don't change my scroll position in the Charges section for centralized billing. If I'm working from the bottom of the list and save something, Fusion puts be back at the top of the list and I don't want to have to scroll back down every time.

    Fusion will now remember your scroll position and will no longer refresh to the top of the list when working in the list of charges from the Billing tab!
