Allow admins to delete duplicate documents for inactive users
As an admin, allow me to delete a document for an inactive user if I know it's a duplicate. It would be much easier to delete it than to go through the amender process.

Admins can delete an incomplete document for an inactive user if the therapist didn't sign the document from Admin -> Users -> Inactive and click the documents icon.
