Change "No Data" to "No Graph"

When a goal does not include graphable data, I want the label displayed to say "No Graph" instead of "No Data."

    If there is no Data --mark it NO GRAPH rather than no data---it gives a bad impression like we are not taking data when some goals just are not "graphable" goals --they require narrative.
